Modifying constructor for uinteger+sinteger-format structures.

Syntax

(change-uinteger+sinteger-format x 
                                 [:unsigned <unsigned>] 
                                 [:signed <signed>])

This is an often useful alternative to make-uinteger+sinteger-format.

We construct a new uinteger+sinteger-format structure that is a copy of x, except that you can explicitly change some particular fields. Any fields you don't mention just keep their values from x.
