Poseidon-rate-2-alpha-17
Instantiation of Poseidon with rate=2 and alpha=17.
This is an instantiation of Poseidon used internally by the
Aleo Instructions opcode hash.psd2.
Note, there are also some test cases for this instantiation
in the source file rate-2-alpha-17-tests.lisp.
